Researchers from Brown University have shown for the first time how ingesting too much silver can cause argyria, a rare condition in which patients' skin turns a striking shade of grayish blue.

"It's the first conceptual model giving the whole picture of how one develops this condition," said Robert Hurt, professor of engineering at Brown and part of the research team. "What's interesting here is that the particles someone ingests aren't the particles that ultimately cause the disorder."

Scientists have known for years argyria had something to do with silver. The condition has been documented in people who (ill advisedly) drink antimicrobial health tonics containing silver nanoparticles and in people who have had alternative medical treatments involving silver. Tissue samples from patients showed silver particles actually lodged deep in the skin, but it wasn't clear how they got there.

As it turns out, argyria is caused by a complex series of chemical reactions, Hurt says. His paper on the subject, authored with Brown University colleagues Jingyu Liu, Zhongying Wang, Frances Liu, and Agnes Kane, was published online earlier this month in the journal ACS Nano.

Hurt and his team show that nanosilver is broken down in the stomach, absorbed into the bloodstream as a salt and finally deposited in the skin, where exposure to light turns the salt back into silver metal and creates the telltale bluish hue. That final stage, oddly, involves the same photochemical reaction used to develop black-and-white photographs.

From silver to salt and back again

Hurt and his team have been studying the environmental impact of silver, specifically silver nanoparticles, for years. They've found that nanosilver tends to corrode in acidic environments, giving off charged ions ? silver salts ? that can be toxic in large amounts. Hurt's graduate student, Jingyu Liu (now a postdoctoral researcher at the National Institute of Standards and Technology), thought those same toxic ions might also be produced when silver enters the body, and could play a role in argyria.

To find out, the researchers mixed a series chemical treatments that could simulate what might happen to silver inside the body. One treatment simulated the acidic environment in the gastrointestinal tract; one mimicked the protein content of the bloodstream; and a collagen gel replicated the base membranes of the skin.

They found that nanosilver corrodes in stomach acid in much the same way it does in other acidic environments. Corrosion strips silver atoms of electrons, forming positively charged silver salt ions. Those ions can easily be taken into the bloodstream through channels that absorb other types of salt. That's a crucial step, Hurt says. Silver metal particles themselves aren't terribly likely to make it from the GI tract to the blood, but when some of them are transformed into a salt, they're ushered right through.

From there, Hurt and his team showed that silver ions bind easily with sulfur present in blood proteins, which would give them a free ride through the bloodstream. Some of those ions would eventually end up in the skin, where they'd be exposed to light.

To re-create this end stage, the researchers shined ultraviolet light on collagen gel containing silver ions. The light caused electrons from the surrounding materials to jump onto the unstable ions, returning them to their original state ? silver metal. This final reaction is ultimately what turns patients' skin blue. The photoreaction is similar to the way silver is used in black and white photography. When exposed to light, silver salts on a photographic film reduce to silver metal and darken, creating an image.

Implications for nanosilver safety

Despite its potential toxicity, silver has been valued for centuries for its ability to kill germs, which is why silver nanoparticles are used today in everything from food packaging to bandages. Regulators have established limits for occupational exposure to silver, but there are questions as to whether there should be special limits on the nanoparticle form.

This research "would be one piece of evidence that you could treat nanoparticles in the same way as other forms of silver," Hurt says.

That's because the bioavailable form of silver ? the form that is absorbed into the bloodstream ? is the silver salt that's made in the stomach. Any silver metal that's ingested is just the raw material to make that bioavailable salt. So ingesting silver in any form, be it nano or not, would have basically the same effect, Hurt said.

"The concern in this case is the total dose of silver, not what form it's in," Hurt said. "This study implies that silver nanoparticles will be less toxic than an equivalent amount of silver salt, at least in this exposure scenario."

Indonesia arrests 11 in US Embassy terror plot

JAKARTA, Indonesia ??Indonesia's anti-terror squad arrested 11 people suspected of planning a range of attacks on domestic and foreign targets including the U.S. Embassy and a site near the Australian Embassy, police said Saturday.?

The suspects were arrested in raids Friday and Saturday in four provinces, national police spokesman Maj. Gen. Suhardi Alius said.

He said the suspects belonged to a new group called the Harakah Sunni for Indonesian Society, or HASMI.

"From evidence found at the scene, we believe that this group was well prepared for serious terror attacks," Alius said.

A U.S. State Department spokesperson told NBC News, "We have seen the reports, but cannot comment as this is an ongoing Indonesian security investigation."


Police seized a number of bombs, explosive materials, a bomb-making manual and ammunition, Alius said. They also found a 3-kilogram (6.6-pound) gas cylinder filled with highly explosive material, which had been assembled at a house in the East Java town of Madiun. Videos and images of attacks on Muslims in various parts of the world were also recovered, he said.?

Alius said the group planned to target the U.S. Embassy in Jakarta and a plaza near the Australian Embassy and the local office of U.S. mining giant Freeport-McMoRan. It also planned to attack the U.S. Consulate in Surabaya and the headquarters of a special police force in Central Java, he said.

It was unclear how far the plans had advanced.

Alius said police are still investigating whether the group has ties with established terrorist organizations such as Jemaah Islamiyah. An investigator who spoke in condition of anonymity because he was not authorized to provide information to the media said HASMI's apparent leader, Abu Hanifah, was a Jemaah Islamiyah sympathizer.

Indonesia, the world's most populous Muslim-majority nation, has been battling terrorists since the 2002 bombings in Bali by militants linked to Jemaah Islamiyah which killed 202 people, mostly foreign tourists.

Subsequent attacks have claimed more than 50 people, mostly Indonesians. The government has arrested more than 700 suspected terrorists and killed dozens more in an attempt to root out militants.

Earlier this month, police warned of a terrorist threat in Bali targeting a ceremony commemorating the 10th anniversary of the bombings. The country's security alert was raised to its highest level.

Last month, police arrested 10 Islamist militants and seized a dozen homemade bombs from a group suspected of planning suicide attacks against security forces and plotting to blow up the Parliament building. The alleged bomb maker turned himself in to police while wearing an empty suicide vest.

Recent terror attacks in the country have been carried out by individuals or small groups and have targeted security forces and local "infidels" instead of Westerners, with less deadly results. The arrests announced Saturday appear to be the first in recent years to involve a group that allegedly planned to target foreign facilities.?

Fern-finding scientists immortalize Lady Gaga

Duke University reports on the new fern genus, named after Lady Gaga.

Lady Gaga is already a huge name in the music world, but now she's a scientific name as well ? thanks to fans at Duke University who named an entire genus of ferns after the gender-bending pop star.

Nineteen species in Central and South America, Mexico, Arizona and Texas belong to the newly designated genus Gaga, the researchers report in a paper published by Systematic Botany. The genus is a grouping of closely related species that was split off from an earlier named genus known as Cheilanthes on the basis of subtle differences (for example, the number of spores per sporangeum) as well as DNA analysis.

The new genus' 19 species include two new ones: Gaga germanotta was found in Costa Rica and has a species name that pays tribute to the family of the artist, whose birth name was Stefani Germanotta. The species name for Gaga monstraparva, a newfound type of Mexican fern, honors Gaga's fans. ("Monstra parva" is Latin for "Little Monster," Gaga's term of endearment for her followers.)


It's clear from Duke's news release that Gaga's Little Monsters include the Duke researchers who proposed the new genus name.

"We wanted to name this genus for Lady Gaga because of her fervent defense of equality and individual expression," said biologist Kathleen Pryer, director of the Duke Herbarium. "And as we started to consider it, the ferns themselves gave us more reasons why it was a good choice."

Duke pointed out that the ferns go through a stage in which they have somewhat fluid definitions of gender. During their bisexual reproductive stage, the ferns' gametophyte takes on the appearance of a blue-green Gaga costume. Even the DNA analysis turned up a Gaga angle: One of the genus' distinguishing strings of base pairs reads GAGA (guanine-alanine-guanine-alanine).

But the main motivation for the naming is to pay tribute to a superstar who's been an inspiration.

"We often listen to her music while we do our research," Pryer said. "We think that her second album, 'Born This Way, is enormously empowering, especially for disenfranchised people and communities like LGBT, ethnic groups, women?? and scientists who study odd ferns."

Lady Gaga is a "remarkable, unexpected, perfect" choice for the scientific tribute, said Duke faculty member Cathy N. Davidson, whose was involved in a MacArthur Foundation initiative that helped the pop star create a national anti-bullying project called the Born This Way Foundation.

"Encouraging her fans and kids everywhere to be brave, bold, unique, creative and smart is what Lady Gaga is about," Davidson said in Duke's news release. "It's rare that a celebrity so young gives back so much to society."

There may be future opportunities out there for performers who count botanists among their fans. Pryer, who is president of the American Fern Society as well as the American Society of Plant Taxonomists, points out that genetic analysis may well reorganize the family tree of ferns over the long term ? leading to more scientific categories that will need new names.

Update for 6:20 p.m. ET: In a follow-up phone call, Pryer told me she was inspired to go for a genus named Gaga after seeing the performer's blue-green getup during the broadcast of the 2010 Grammy Awards.

"When she emerged in what I saw as a fern gametophyte, I just felt that she was speaking to us," Pryer said.

She and her colleagues had been focusing on ferns for five years or so, and detailed studies of the plants' characteristics as well as DNA readings were leading them to the conclusion that many of the ferns that had been classified as belonging to the genus Cheilanthes really belonged in a separate category. "This is going to come as a shock to some botanists that they can't be called Cheilanthes anymore," she said.

Lady Gaga's appearance, basically in a fern costume, was the key moment for Pryer. "That was the initial 'Oh, my gosh, it would be wonderful if we could name a genus after her,'" the biologist said. When the research article was submitted to Systematic Botany for review, she and her colleagues sought Gaga's permission to use her name.

"Within 24 hours, her manager sent us an email and said 'Great,' with a smiley face," Pryer said.

She noted that U.S. taxpayers, including fans of Lady Gaga, help fund her lab's research through the National Science Foundation. "A lot of 'Little Monsters' are out there supporting the work in this field," Pryer said. Maybe knowing there's a scientific classification out there with Gaga's name on it will inspire the littlest Monsters to pursue careers in science. But in any case, the name will stand as an enduring tribute to a person who's done so much to promote basic human kindness through her music and the Born This Way Foundation, Pryer said.

"It's a way for us to give a gift," she said. "A forever gift."

    (AP) ? Police removed a bicycle Tuesday from a home near where a 12-year-old girl's body was found in a recycling bin, a case that has spread fear and worry through a town that had been desperately searching for her since she disappeared while on a ride through the neighborhood.

    Authorities did not confirm the bike was the one belonging to Autumn Pasquale, but it matched the description of the white BMX she was seen riding Saturday afternoon before she disappeared. They also recovered a backpack they believe was hers.

    Gloucester County Prosecutor Sean Dalton would not call the death a homicide and said there were no suspects. Autopsy results were pending.

    But if someone is found responsible for the death of Autumn, who would have turned 13 next Monday, "they don't deserve to be walking the streets," he said at a news conference Tuesday.

    Three teenage brothers live at the home where the bike and backpack were found, said two friends of the brothers, Na'eem Williams and Jodie Robinson, both 16. One of the teens in the home traded BMX bike parts, according to a young man, Corey Hewes, 19, who said he was among those who traded with him.

    The house was a place where teens frequently hung out and had parties, some neighbors said.

    Autumn's body was found around 10 p.m. Monday in the bin just blocks from her house and from Borough Hall, where thousands of people gathered earlier in the evening for a tearful candlelight vigil to pray for her safe return. It was not clear whether the bin was on the same property where the bike was recovered or on the adjacent lot of a vacant home.

    "The search for Autumn is over," Dalton said Tuesday. He called Clayton a safe community but said parents should continue to keep close watch on their children.

    The girl's great-uncle, Paul Spadofora, gathered with other relatives at the news conference to thank the community for its help in the search. The victim's parents did not attend.

    "There's evil everywhere, even in the small town of Clayton," Spadofora said.

    Crime scene investigators arrived shortly before 9 a.m. in the neighborhood where the body was found. Authorities did not say exactly where the recycling bin was found.

    But Tuesday was trash collection day, and many residents had dragged their trash cans and recycling bins to the curb the night before. The covered recycling bins are collected by an automated truck that picks them up and dumps the contents into the back.

    Police barricaded the block, and friends and neighbors came by to see. Some mothers said they were keeping their kids out of school for the day. Even before the body was found, students reported that Spirit Week had been canceled because of the sorrow.

    One young man rode a bike up, sat on a porch of a home and cried, then biked away.

    Clayton Mayor Thomas Bianco walked to the scene, cried, hugged a police officer and gave a brief statement to the gathered reporters.

    "You hear about it in other places but never think it would happen in our little town," he said.

    Howard Kowgill, 60, who lives in town and, like many, knows members of Autumn's family, said the discovery of the body changes the nature of the town.

    "Until they find out who did it, you don't let your kids out," he said.

    Autumn was last seen around 12:30 p.m. Saturday pedaling her bike away from the home where she lives with her father, her two siblings, her father's girlfriend and the girlfriend's children, authorities said.

    Relatives said they believed she was heading to see a friend, and they became worried only after she did not return by her 8 p.m. curfew.

    Sunday morning, her disappearance became not only a crisis but a town-wide cause in Clayton, a town 25 miles south of Philadelphia. Volunteers by the hundred joined the search, scouring malls, nearby towns and passing out fliers.

    By Monday evening, officials were thanking the volunteers for their help but asking them to call it a night.

    Hundreds of people returned Monday for the vigil. Spadofora, the great-uncle, said he hoped the town could gather again a week later, with Autumn back, with candles to mark her birthday.

    Cary, NC ??Events and meetings dominated this week.

    Monday ? Mayors Association

    Monday I attended a Mayors Association dinner meeting in Garner. Eleven of the twelve mayors were in attendance and only the Mayor of Wake Forest was missing.

    Our meeting discussion began with a summary of the issues and upcoming issues for each town. Several mayors, including me, mentioned that we were holding bond referendums. Many mayors mentioned that building permits were significantly better than last year at this time especially further out in the county in towns like Rolesville.

    The mayors also discussed weighing in on issues and state legislation. We reaffirmed our policy that we will take a position only if all twelve mayors are in agreement. The meeting adjourned after about two hours.

    Tuesday ? Life Experiences

    Tuesday I had the privilege and joy of touring Life Experiences. Life Experiences is a non-profit organization that offers a choice of satisfying work experiences for adults with varying disabilities. They operate five small businesses which offer employment to adults with developmental disabilities while at the same time providing valuable services and products to the community.     Tuesday ? Town Manager

    Later Tuesday I talked with the town manager at our weekly meeting. Issues we talked about included the League of Municipalities position on the Jordan Lake watershed rules, the League?s request for participation in a utility commission, and Holly Springs involvement with the Western Wake Wastewater Management Facilities.

    My last meeting of the day was with the Executive Director of Dorcas Ministries. Our conversation was on the potential of locating Wake County Human Services near the current Dorcas Ministries location.

    Wednesday ? Transportation

    Wednesday I attended the monthly meeting of the Transportation Advisory Committee (TAC) of the Capital Area Metropolitan Planning Organization (CAMPO). The committee took two actions included the approval of a new Capital Area MPO boundary to include more of the urban areas in the region.

    The rest of the CAMPO meeting was a staff presentation of the 2040 Metropolitan Transportation Plan. The plan included three components: a roadway element, a transit element, and a bicycle and pedestrian element. Each of these elements included scenarios for revenues of $2 billion, $4 billion, and $8 billion. The typical funding trend would create $2 billion in the life of the plan. Staff introduced several new funding sources for consideration that do not have enabling legislation. For example, a 3 cents county property tax increase would generate over $2.2 billion in the life of the plan. The committee approved a schedule to move the plan information forward that includes a November 28th public hearing.

    The committee also discussed requirements that CAMPO elected officials take ethics training (in addition to required municipal ethics training). Committee members are required to turn in disclosure information and forms by April and complete training by June. There will be a presentation on meeting these requirements at the next CAMPO TAC meeting.

    In project updates NCDOT said the beltline project was currently on schedule. They added that they would be willing to meet with any group to provide more information about the project. CAMPO TAC adjourned around 5:30.

    Busy Saturday

    Saturday was a busy day for me. My first event was to give remarks at the inaugural Open House of VFW Post 7383. In my comments I said ?Like many of our citizens I did not serve in the armed forces here or abroad. But there isn?t a day that goes by that I don?t benefit from the sacrifices made by the courageous men and women that serve or have served. On behalf of all those that are not able to be here please accept our heartfelt thanks.?

    Next I headed over to the Booth amphitheater to give opening remarks to the 12 annual Cary Diwali celebration. My comments included: ?In Cary, we strive to create events for our community to come together that help grow our rich diversity, recognizing each unique culture while offering ways for others to learn about the world presented in their own backyard.?

    Later that evening I returned to Diwali. First I toured the exhibition tent. This year?s theme was friendship and harmony which is captured in the Hindi word ?Maitri?. Next I had a meal of excellent Indian cuisine. Then I gave remarks before the finale act which was a dance team from Toronto. These thirty incredible dancers performed for over two hours. It was a great evening that ended in a fireworks display.

    If you have never been to Diwali, which is Cary?s largest cultural event, then you should plan to attend next year.

    Mailbag

    In the mail this week I received a thank-you card and picture from Northwoods Elementary for participating in their Walk-To-School Day. I also received several invitations, a congratulatory letter from a state legislator on the town?s award winning planning tool, a thank-you from a Cary Advisory board member, and several hand written letters about the bonds.

    Emails

    Emails from citizens this week included a complaint about the town?s economic development investment in a four diamond hotel, a complaint about holding the bond referendum, a complaint about not supporting the town band, a complaint about not taking a position on UN Agenda 21, a request on the town?s position on the Jordan Lake Rules, and several lobbying emails for a fitness center.

    Theater Budget

    One email from a citizen asked me to respond to the local newspaper article titled ?Theater Budget Double to $6 million?. He questioned how we can come up with $3 million dollars for a downtown theater that some might consider ?non-essential? when we are asking voters to approve an $80 million bond for much need capital projects. That is an excellent question. Here is my response:

    First let me address the ?non-essential? part of the question. Around the time I became mayor the town?s center had reached a point of moving to a state of disrepair. There was little if any new activity or business and certain landmarks such as the old Cary Elementary School were approaching structural failure. At that time the council committed to appropriating money in revitalizing downtown. We realized that if the council did not act then we could start facing issues such as dilapidated buildings, blight, dropping property values resulting in decreased tax revenue, potential increases in crime, etc. So the council spent several million dollars in renovating what is now the Cary Arts Center which has been extremely successful. Since that time we have hired a downtown manager to help us create a strategy that will not only revitalize downtown but would bring economic development into the area. The council appropriated millions of dollars to start implementing this strategy. We are starting to see the fruits of that labor with a recent public-private partnership to create a four diamond boutique hotel on Academy Street. To use an analogy, if the core of an apple rots then the rest of the apple is soon to follow. That is, downtown is important for economic development and for revitalization of Cary?s oldest homes and businesses. Why is this important? I believe it is a key element to having a strong, healthy economy creating the highest quality of life with the lowest possible costs. Some of our investments in downtown will have a longer return on investment. Those investments are essential to keeping the momentum moving so that private businesses will continue to invest. Like all key elements (fire, police, water, sewer, parks) one element is not more important than another unless of course you are in an emergency situation and fortunately we are not. The Cary Theater is an essential part of downtown revitalization and economic development.

    Now let me address the cost overruns. Our staff does an outstanding job budgeting and getting estimates for capital projects. But there are rare occasions when they underestimate. This is an occasion where the market has started to recover enough to create higher estimates. The council?s decision points included: stop the project, delay the project, lessen the quality of the project, or continue with the project as planned. Stopping or delaying the project would have wasted money since other contracts were already approved. In addition, it would stop our downtown momentum and possible impacted economic development. Lessening the quality of the project would have saved some money but not enough to prevent the overrun. It would have been penny wise and pound foolish. So the best solution appeared to be to move forward as planned.

    So where will we get the money? Some of the money will come from funds appropriated for downtown. What does that mean? It means that our implementation the downtown strategy will have fewer options in the near term. Some of the money will come from General Fund balance. We are required to have a certain amount of money in reserves. In addition to the required reserve funds we have some funds above the minimum to cover unexpected expenses. This is one of the unexpected expenses. ?What does this mean? It means we may have less flexibility to do other mid-year appropriations. But we view this appropriation as important.

    So why don?t we spend the extra money allocated for the theater on the fire station? There are several reasons. We need to keep downtown economic development moving forward. We don?t have enough cash to fund a capital project like the fire station. And capital projects, like the fire station, should be financed with debt much as a home is financed with a mortgage.

    I hope this has addressed the questions. I realize that there will be folks that disagree on our priorities and decisions. But please keep in mind that we have to look at the town as a whole. And we are committed to improving or maintaining our quality of life. The downtown theater is a component of that overall commitment.

    Dubai cafe "camel-ccino" new take on Bedouin staple

    DUBAI (Reuters) - A Dubai cafe, trying to give a modern twist to an old Bedouin tradition, has started putting camel products on its menu.

    Cafe2Go, launched in September last year by an Emirati entrepreneur as part of a scheme to revive Bedouin traditions, now features camel-lattes, camel-ccinos and camel-meat fajitas.

    Earlier this month, he launched Camellos -- a brand name for his products derived from the Spanish word for camel.

    "Camel milk has been around for centuries and I wanted our younger generation to start drinking it again," Jassim Al Bastaki, the cafe owner, said. "From here came the idea of mixing it with modern drinks."

    Camel milk has been a staple for desert Arab nomads for generations. However its boom in modern day food and beverage industries in the UAE adds a new level to its commerciality.

    Apart from being a novelty in the glitzy home of the world's tallest building and the man-made palm islands, Bastaki swears by the health benefits of camel milk. Studies show it is almost as nutritious as human breast milk and offers 10 times more iron and three times more vitamin C than cow's milk.

    The challenge in marketing the product comes from the taste and smell. Unlike common dairy products, camel milk is slightly saltier and has a heavy taste, and from the smell, one knows immediately where it came from.

    Bastaki said he had spent months testing different concoctions on family and friends before coming up with the perfect blend.

    "Camel milk is known for being a healthier choice," he said. "We just had to find the right coffee bean mix and degree of steaming the milk to make it taste good."

    No. 12 Florida State downs Miami, 33-20

    MIAMI (AP) ? EJ Manuel threw for 229 yards, Devonta Freeman ran for a pair of fourth-quarter touchdowns and No. 12 Florida State overcame a shaky start to beat Miami 33-20 on Saturday night, the Seminoles' third straight win over their archrival.

    Manuel completed 21 of 31 passes for Florida State (7-1, 4-1 Atlantic Coast Conference), which won despite 12 penalties and five fumbles, two of them lost. Dustin Hopkins kicked four field goals for the Seminoles, and James Wilder added a touchdown run.

    Stephen Morris, playing a week after spraining his left ankle, started and threw for 223 yards and a late touchdown for Miami (4-4, 3-2), which has lost three straight but controls its Coastal Division destiny.

    Mike James had a touchdown run for the Hurricanes, who lost freshman Duke Johnson in the second half with an undisclosed injury.

    Miami finished with 29 yards rushing on 21 attempts.

    Kuwait opposition to boycott vote, calls for protests

    KUWAIT (Reuters) - Opposition groups in Kuwait say they will boycott December 1 parliamentary elections, calling changes to the voting system announced by the government on Saturday a "coup against the constitution".

    Kuwait has been torn by a power struggle between the government, controlled by the ruling Al-Sabah family, and the elected parliament. The turmoil has blocked development plans and paralyzed the political system.

    The Kuwaiti government, at an extraordinary meeting in Kuwait city of Saturday, ordered elections to held on December 1, and decided to amended the election law to allow each voter to choose only one candidate instead of four.

    The opposition, including Islamists, liberals and tribal figures who won a majority in the 50-seat parliament in the last election in February, rejected the changes and called for a protest march on Sunday, said Ahmed al-Dayen, an opposition politician.

    Kuwait's oil wealth and a generous welfare state have helped it avoid the "Arab Spring" protests that forced out leaders elsewhere in the region. But there have been regular demonstrations in the country since last year.

    Opposition leaders, meeting at a guest house owned by former parliament speaker Ahmed al-Saadoun, blamed the government for the political crisis and warned it was driving the country towards "autocratic rule".

    "We call on the proud and free people of Kuwait to ... boycott the upcoming election, both by (refraining) from running in it or casting ballots," a statement after the meeting said.

    It asked Kuwaitis to join a protest march on Sunday, and warned the interior minister against committing "aggression" against it. "We will hold him personally responsible for that," the statement said.

    Sheikh Sabah al-Ahmad al-Sabah, Kuwait's emir, dissolved parliament on October 7, and under Kuwait's constitution elections are supposed to be held within 60 days.

    It was the sixth dissolution of parliament since early 2006 in the oil-rich state, an ally of the United States.

    RECURRING CRISIS

    Sheikh Sabah, in a televised speech on Friday night, instructed the government to change the election law in what he said was a move to stem recurring crisis. He also said the constitutional court had issued a ruling that allowed for any necessary changes to be made to the country's electoral system.

    Kuwaiti authorities arrested two opposition politicians on Thursday and interrogated a third after they made comments seen as criticizing the emir.

    The former members of parliament spoke at an opposition-led rally of about 5,000 people on Monday, at which Kuwaitis later clashed with riot police close to parliament.

    The arrests have prompted protests in Kuwait, including one late on Friday, when some 1,000 people had gathered in the centre of the capital to demand the release of the detainees.

    The events prompted the Al-Sabah family to issue a rare statement on Thursday calling for obedience to the emir.

    The Al-Sabah dynasty has ruled Kuwait for more than 250 years. The 83-year-old emir has led the country since 2006.

    Although Kuwait allows more freedom of speech than some of its fellow Gulf states, the emir is seen as untouchable and is referred to as "immune and inviolable" in the constitution.

    Sheikh Sabah warned in his speech on Friday the recent political turmoil in Kuwait could lead to "strife that could be about to erupt and destroy our unity, disfigure our identity and tear apart our society into fragmented groups".

    He said he had instructed the government to establish a national electoral committee and to organize election campaigns "to guarantee the integrity of the electoral process."

    Huge car bomb blast in Beirut kills at least eight

    BEIRUT (Reuters) - A huge car bomb exploded in central Beirut during rush hour on Friday, killing eight people, wounding about 80 and raising fears of renewed sectarian violence in a country still scarred from a long civil war.

    The explosion did not appear to target any political figure in Lebanon's divided community but it occurred at a time of heightened tension between Lebanese factions on opposite sides of the conflict in neighboring Syria.

    It ripped through the street where the office of the anti-Damascus Christian Phalange Party is located near Sassine Square in Ashrafiyeh, a mostly Christian area.

    Phalange leader Sami al-Gemayel, a staunch opponent of Syrian President Bashar al-Assad and a member of parliament, condemned the attack.

    "Let the state protect the citizens. We will not accept any procrastination in this matter, we cannot continue like that. We have been warning for a year. Enough," said Gemayel, whose brother was assassinated in November 2006.

    The war in Syria, which has killed 30,000 people in the past 19 months, has pitted mostly Sunni insurgents against Assad, who is from the Alawite sect linked to Shi'ite Islam.

    Lebanon's religious communities are divided between those supporting Assad and those backing the rebels trying to overthrow him.

    The blast occurred during rush hour, when many parents were picking up children from school, and sent black smoke billowing into the sky.

    Eight people were killed and at least 78 were wounded, the state news agency said, quoting civil defense officials.

    Several cars were destroyed and the front of a multi-storey building was badly damaged, with tangled wires and metal railings crashing to the ground.

    In the aftermath, residents ran about in panic looking for relatives while others helped carry the wounded to ambulances. Security forces blanketed the area.

    In scenes reminiscent of the dark days of Lebanon's civil war, ambulances ferried the wounded to several hospitals, where doctors, nurses and students waited for casualties at the doors. At one hospital, an elderly woman sat in the emergency room with blood staining her blouse.

    The hospitals put out an appeal for blood donations.

    An employee of a bank on the street pointed to the blown-out windows of his building.

    "Some people were wounded from my bank. I think it was a car bomb. The whole car jumped five floors into the air," he said.

    Michael Fish, 25, a British musician visiting Beirut, said he was in his hotel a street away when the explosion happened.

    "At first I thought it was an earthquake. It shook the whole hotel for a second. I ran down and started filming on my iPhone."

    Lebanese Prime Minister Najib Mikati said in a statement the government was trying to find out who carried out the attack and said the perpetrators would be punished.

    The prospect that Syria's war might spread to Lebanon has worried many people here, and fighting broke out in February between supporters and opponents of Assad in the northern city of Tripoli.

    Syria has also played a major role in Lebanese politics, siding with different factions during the 1975-1990 civil war. It deployed troops in Beirut and parts of the country during the war and stayed until 2005.

    In Damascus, Syrian Information Minister Omran al-Zoabie told reporters: "We condemn this terrorist explosion and all these explosions wherever they happen. Nothing justifies them."

    Tension between Sunnis, Shi'ites and Christians in Lebanon has continued after the civil war but has increased since the Syria conflict erupted.

    Sunni-Shi'te rivalry hit a peak when former Prime Minister Rafik al-Hariri, a Sunni, was killed in 2005. Hariri supporters accused Syria and then Hezbollah of killing him - a charge they both deny. An international tribunal accused several Hezbollah members of involvement in the murder.

    Hezbollah's political opponents, who have for months accused it of aiding Assad's forces, have warned that its involvement in Syria could reignite the sectarian tension of the civil war.

    The last bombing in Beirut was in 2008 when three people were killed in an explosion which damaged a U.S. diplomatic car.
